Balochistan Human Rights Violations; Annual Report

Introduction:

  According to a 2011 census, the Province of Baluchistan has a population of 5 million with over 50% living in rural areas. A 2006 study showed that 32% of the population that should be educated but in fact they are illiterate. Although the unemployment rate studies are inconsistent; one thing is for certain: Baluchistan has the highest rate of unemployment in Iran.This area suffers from poor social, economic, educational and cultural issues compared to the rest of the country.  It appears that the lack of attention to the situation in this province is not unintentional when the approach of the central government of Iran and its treatment of minorities is closely studied. Furthermore, economics aside, religious practices and teachings are strongly suppressed in Baluchistan which is a Sunni Muslim majority openly persecuted by the Shiite Islamic Republic. There seems to be no end sight for religious equality.

The Baluchistan Campaign began in 2013 by documenting human rights violations which became 27 pages. However, this report contains cases for which ample documentation could be found. Due to lack of resources and reliable independent, impartial sources The Campaign could not include each and every case.

 

Executions:

 

 The UN Special Rapporteur on Human Rights in Iran has released numerous press releases and in detail reports condemning the executions in the Islamic Republic as the death penalty should be reserved only for the most �serious� criminal offences according to international standards. Iranian authorities, however, continue to execute hundreds under the vague charge of �enmity to God� and/or �corruptors on earth� as per Islamic law. The condemned include both political and non-political prisoners. Some of the crimes include adultery, drug possession, alcohol use, blasphemy and theft. The prisoners of conscience are usually anyone who the government sees as a threat such a journalists, activists, human rights lawyers and religious minorities.

 

1. Omid Piri, Iman Golavi and Alireza Dahmardeh were executed in public by gallows on the charge of security crimes and partnership with opposition in the city of Zabol, 26 April 2014.

2. Yaghoub Eshagh Zehi, Khodanoor Daroon Pravar, Naser Barahooei and Zaher MirBaloch were executed on the charge of drugs trafficking in Central Zahedan prison, 10 May 2014.

3. Mohammad Hanif MirBaloch Zehi and Aziz Nooti Zehi were executed on the charge of drugs trafficking in Sarawan prison, 7 August 2014.

4. Haj Abdol Shahbakhsh and Nabi Shahbakhsh were executed on the charge of drugs trafficking in Shiraz prison, 7 August 2014.

5. Rasoul-Bakhsh Delshadi Ali-Basham Narooei, Kamran Bameri, Osman Dahmardeh and his mother were executed on the charge of drug trafficking in Central Zahedan prison, 9 August 2014.

6. Morad Shibak was executed on the charge of murder in Central Zahedan prison, 27 August 2014.

7. Alireza Moradgholi was executed on the charge of murder in Central Zahedan prison, 7 Oct 2014.

8. Abdul-Vahid Shahbakhsh and Mahmoud Shahbakhsh were executed on the charge of partnership with opposition in Central Zahedan prison,

9. Reza Karim-dazehi was executed on the charge of drug trafficking in Kashan prison, 13 Nov 2014.

10. Bahram Baloch and Mohammad Pasban were executed on the charge of drug trafficking in Central Zahedan prison, 27 Dec 2014.

11. Abdul-Aziz Shahli was executed on the charge of murder in Central Zahedan prison,

12. Mehdi Raiesi was executed on the charge of drug trafficking in Kerman prison, 25 Jan 2015.

13. Jeyhand Rigi was executed on the charge of partnership with Balochi opposition in Central Zahedan prison, 4 Feb 2015.

14. Hamed Kahra Zehi and Mobsher Mir-Baloch Zehi were executed on the charge of Moharebeh through an arm robbery in Chabahar prison, 15 Feb 2015.

15.  Hamid Mir-Baloch Zehi was executed on the charge of drug trafficking in Yasouj prison, 6 March 2015.

16.  Saeid Balochi was executed on the charge of drug trafficking in Chabahar prison, 7 March 2015.

17.  Khalghdad Gomshad Zehi was executed on the charge of drug trafficking in Central Zahedan prison, 7 March 2015.

18.  Abdul-Jabbar Rigi, Osman Hassan Zehi and Abdul-Karim zehooki were executed in Chabahar prison, 7 August 2014.

19. An unknown Baloch was executed on the charge of drug trafficking in Central Zahedan prison, 27 Dec 2014.

20. Two unknown Balochs were executed on the charge of Central Zahedan prison, 20 Sept 2014.

21.  An unknown Baloch citizen was executed on the charge of murder in Central Zahedan prison, 9 June 2014.





 

Arrests:

 

1. Vahid Ranjbar was arrested on the charge of partnership with opposition on 14 July 2014, transferred to the Intelligence Service detention in Zahedan.

2.  Amin Reisi was arrested on the charge of partnership with opposition on 16 Oct 2014, transferred to the Intelligence Service detention in Zahedan.

3. Davood Molla Zehi was arrested on the charge of partnership with opposition on 20 Oct 2014, transferred to the Intelligence Service detention in Zahedan.

4. Omran Molla Zehi was arrested on the charge of partnership with opposition on 20 Oct 2014, transferred to the Intelligence Service detention in Zahedan.

5. Mojib Raisi was arrested on the charge of partnership with opposition on 8 Nov 2014, transferred to the Intelligence Service detention in Zahedan.

6.Noorbakhsh Salehi was arrested on the charge of partnership with opposition on 5 Dec 2014, transferred to the Intelligence Service detention in Zahedan.

7.Shir-Mohammad Zamani was arrested on the charge of partnership with opposition on 5 Dec 2014.

8. Abdul-Rahman Esmail Zehi was arrested due to his faith on 1 Jan 2015.

9.Obeid Bahram Zehi, Moslem Dehghani Rahmat, Yousef Bahram Zehi, Zobeir Bahram Zehi, Akbar Bahram Zehi, Naeim Bahrami, Mosayeb Vatankhah, Abdul-Sattar Bahramzi, Najib-Al-Rahman Raeisi, Mohammad-Amin Raiesi, Amin Bahramzi, Abubakr Molla Zehi, Abubakr Bahramzi, Amer Bahramzi, Edris Balidei, Bashir Balidei, Davood Bahram Zehi, Omid Bahram Zehi were arrested on the charge of partnership with opposition in Nsair Abad village on 4 Jan 2015, transferred to Central Zahedan prison.

10. 14 Baloch citizens were arrested on 10 Oct 2014.

11. A number of citizens were arrested on 13 Oct 2014, after the Lieutenant Commander of Chankhor station was assassinated.

12. Seven Baloch citizens were arrested on 27 Nov 2014.

13. A Baloch citizen was arrested due to his faith on 1 Jan 2015.

14. A Baloch student was arrested in the city of Zabol on 13 Feb 2015.

15. Shahab Dehwari was arrested on 2014-2015.

16. Abdul-Ghani Miran Zehi was arrested on the charge of partnership with Baloch opposition on 25 May 2014. He was released from Central Zahedan detention after five months.

17. Mosadeq Eskani was arrested on the charge of partnership with Baloch opposition on 8 Oct 2014. He was released from Central Zahedan prison on 2014.

18. Salman Ketrizadeh was arrested on the charge of his faith. He was released on the bail on 18 Jan 2015.

19. Saeid Zahiri Ahwazi was arrested on the charge of partnership with Baloch opposition on 27 Sept 2014.

20. Qasem Abiyat, a student of seminary, on the charge of religious converting on 2 Feb 2015.

21. Abdul-Hamid Khorasani and Hamed Naderi, two students of seminary, were arrested on 9 Nov 2014.




 

Freedom of speech and expression:

 

 In the past Iran has received 13 recommendations from international bodies regarding freedom of speech, thought and expression which is testimony to the serious nature of this issue in the country.

 

1.    Molavi Mohammad-Omar Molla Zehi, a Sunni author and translator, had been frequently summoned by court and Intelligence Service officials.

2.    MAsoud Raeisi, Milad Raiesi, Mehrdad Barani, Esmail Raeisi wer summoned to the court to sign a repentance on the charge of criticizing against Judge Elias on 9 March 2014.

3.    Dozens of Sunni seminaries in Balochistan were summoned on 2014.

4.    Moslem Sangari, Abdul-Hamid Dehghani, Doost-Mohammad Balidei, Abdul-Salam Vatankhah, Abdul-Ghayum Arbabi, were summoned by Revolutionary Guards officials on the charge of partnership with opposition on 21 Jan 2015.

5.    Cheragh-Ali Mir Baloch Zehi was inspected on his body for security purposes on 22 Jan 2015.

6.    Supervisory Board publications prevent printing Balochi-Farsi magazines on 16 Feb 2015.

7.    Molana Abdul-Hamid was denied to attend in the International Conference of Islamic World Forum by security forces on 23 Feb 2015.

8.    Abdul-Hamid Khorasani and Hamed Naderi were summoned by the Cleric Court on 9 Nov 2014.

 

 

Suspicious deaths and the abuse of Baluch prisoners:

 

 In prisons physical and psychological torture is used routinely and systematically in order to extract a confession. Some of the psychological ones include long periods in solitary confinement, mock executions and threats of rape. Examples of physical torture used are severe beatings, electrocution, burning, being hung by the wrists or upside down or flogging.

 

1.    Ali Narooei was kept in Central Urmia prison on the charge of partnership with the opposition that died under suspicious circumstances on 6 March 2014.

2.    Abdullah Dahmardeh was arrested on the charge of drugs trafficking that died under suspicious circumstances on 19 June 2014.

3.    Abed Bampoori and Eshaq Kalki were arrested on the charge of partnership with opposition on 27 Jan 2014.

4.    Hayat Balidei died due to H.I.V disease in Chabahar prison on 2 May 2014.

5.    Jalalvand died under suspicious circumstances in Central Zahedan prison on 16 Jan 2015.

 

Inhuman Treatment:

 

1.    Cheragh Permooteh was injured from his neck and leg due to direct shooting by border guards on 14 June 2014.

2.    Seyed-bibi Rasoulizadeh died while ran over by police car in Sarbaz County on 18 July 2014.

3.    Mohammad Shahbakhsh dies through direct shooting by police officials on 23 July 2014.

4.    Milad Shahbakhsh was shot through direct shooting by police officials on 7 August 2014.

5.    Abdullah Morad Zehi was died through direct shooting by police officials on 12 Sept 2014, and his wife and his child were wounded in the event which happened in Khash-Zahedan road.

6.    Two Baloch citizens died due to car explosion through direct shooting by police officials nearby Khash County on 12 Sept 2014.

7.    Abdul-Nabi Jamal Zehi died through an arbitary shooting by police officials on 14 Sept 2014.

8.    Gholam-Ghader Bahador Zehi died through direct shooting by police officials in Sarbaz County on 24 Sept 2014.

9.    Abdullah Khakizadeh died through direct shooting by police officials on 25 Oct 2014.

10.    Mohammad Rigi through direct shooting by police officials on 28 Nov 2014.

11.    Hamid Barahooi died through direct shooting by police officials on 6 Dec 2014.

12.    Farhad Rigi died through direct shooting by police officials on 19 Dec 2014.

13.    Moslem Dinar Zehi died through direct shooting by police officials on 28 Jan 2015.

14.    Rahim Shahbakhsh Rigi died through direct shooting by police officials on 4 Feb 2015.

15.    Ziya Abdul-Rahman Rigi died through direct shooting by police officials on 5 Feb 2015.

16.    Zobeyr Rigi was injured through direct shooting by police officials on 5 Feb 2015.

17.    Jasem Normashiri died through direct shooting by police officials on 7 Feb 2015.

18.    Rashed Pahandeh died through direct shooting by police officials on 14 March 2015.
